Lightbulb Throttle postion vs boost on stock ecu map

Hey i was wondering about the stock map on my 2002 wrx. Is the throttle postion a function of boost or is rpm a function boost? When im pushing the throttle about 1/3 way down i hit about 6.3 psi no matter what rpm im at or what gear (except 1st). Should my boost not increase as the rpm increases?? I can only hit full boost when im at wot. Is this normal? I dont have any cel's or any tell tale signs that something is wrong. Im getting bad gas milage but it think that is from the bad winter gas up here in maine. Other than that everything is the norm. Im coming off from a vishnu unichip b/c winter is too cold for start-ups. When hooked up with that and emi adapter my car rips, but now that im back to stock i feel my car is slow or something...

Can anyone give me some advise??
