OBD2 scanning question (TPS %)

I just started using my OBD2 scanning software on my STi.

When I go to full throttle, my TPS only goes up to 78.8%. My load percentage goes to 100% but not the TPS. Is this normal for this car?

Remember the STi is drive-by-wire so the throttle is not directly connected to your foot. Even though you floor it the ECU may not open the throttle fully under all conditions.

Ok, but shouldn't I be getting more than 78.8%? I did roughly 20 mins of scanning and never got higher than that when I went full throttle.
