Default Lowbeam problems with morettes

I have had morettes installed on my 02 wrx for over a year now with no problems until tonight. I turned on my headlights and they flickered a second and were dead. I checked all my fuses, wiring connections etc but everything was fine.

It's too dark to see much right now, but I managed to try hooking up one of my old lowbeam bulbs from the stock headlights and it lit up fine, but started making a hissing noise and turned white after a few seconds of being on.

My highbeams work fine, city lights, everything else.

Could something be causing some type of power surge to the low beams?

Do you have Volt meter?

can you measure the voltage to the low beam connector to verify in fact the problem is a to much voltage?

Did you have the car running when you plugged in spare bulb?

The car was off when I plugged in the spare bulb.

and I don't own a voltage meter but I am going to borrow one from a friend tomorrow since I have the day off. Thanks for the reply.
