I just made a oil restrictor at the machine using the normal -4an fittin but inserting a holley jet 70 and the car smokes a little bit. My oil return is perfect but the person who installed my turbo gave it like 5 degrees of inclination so the front housing clears the head. Will this little inclination be causing smoke issues under boost? or the turbo and exhaust system is cleaning up

yes there is no pressure in the oil return line... so your oil is probably backing up... there shouldn't be any incline..
