yeah they can. They really should be done using a blanchard grinder.......but depending or not if you have a machine shop that will do them for you......it might be better just to get new ones.

They can be resurfaced by a mill or a lathe, but the resurfacing may not be as good since the cutting bit comes to a discontinuous point on the rotor.

I thought that this could lead to cracking along the slots surface.

I always buy new rotors. When you resourface rotors you are taking away mass from the rotor that is used to absorb heat. Not good. New rotors=better braking.
