Default Low boost

My current mods are:

up pipe
turbo back exhaust
Utec running stage 2 map

Just put vf22, running 11psi. Have the injectors and fuel pump waiting to be put in, but i am unable to boost more then .8 bar. At first everything was hooked up the way Turbo XS said to with the ABC they provide you with. Messed around with bypassing the factory boost solenoid and just going with ABC and still nothing. went back to factory with no ABC and still 0.8 bar. only until i completely took the line off the wastegate i saw higher boost (and lots of it )

Question is:
Do i need to get a MBC or EBC in order for me to see boost or could it be something else? before when i had my stock turbo on, i could boost as much as i wanted (probably why i needed a new turbo)
