Exclamation Question on Turboing in CA...

I really want to turbo my car, but I only have one question... How can I get away with it? Won't I fail smog check? How am I supposed to drive the car if I can't even register it? I'm really tired of being above 7 seconds and REALLY want to be under 5. Money isn't the issue, I'll save, someone please tell me how to accomplish this goal, and prices and links would be greatly appreciated.
Thanks for any and all info and help,
Andrew

Quick answer: NO

Long answer: YES
The only way to legally put in a turbo into your car is
to have it CARB certified. This is not likely. The state
of California wants to keep getting money from capitol
hill. In order to do this, we need to get the smog down.
Personally I don't like breathing or seeing smog. So
the state imposed very aggressive smog requirements. What
they really want to keep down is NOX. The only way to
actually measure NOX is in a lab on a dynometer. Lab time
is expensive and takes a long time. So the compromise
was sought after. The state decided to check for HC,
hydrocarbons or unburned fuel, CO, and CO2. The reasoning
is that the readings follow each other. Or if the HC and
CO is low then NOX should be also. What we really need
is better way to test smog. Until then we are stuck in
a bureaucratic mess.

OR you could say screw the laws since you don't have to smog your car for 4 years. You will also have to lie to your car insurence company and if they found out you would be dropped.
