What combination of 17" wheel & tires would be the best deal for about $1000?

Yes, any of the rota wheels would be a possibility.

You might also check out the Kazera line of wheels on the Tirerack site. I own a set of the KZ-V and am happy with them. They are maybe a smidge lighter than the stock wheels and are 1/2" wider. The only downside is that they are not hubcentric (they use centering rings) and they are bored for both 5x114.3 and 5x100. The centering rings don't seem to be an issue - even the cheapo plastic ones have held up through multiple track days and autocrosses without showing any problems.

You could get a package with them and a set of all-season tires for easily around a grand. If you want summer tires I would recommend the Kumho MX as a great cheap tire. They do well in the rain, but I would stay away from snow with them. I haven't had great luck in the mud either.

EDIT: Sorry, just realized you are talking about only 17" wheels / tires. My setup is 16", so 17" would be a bit more expensive.

Rotas from any of the great vendors here (I suggest www.oakos.com) and a set of Falken Azenis should be about $1000 for everything.
