Default Tuning? Access w/jdm STi i/c

I recently upgraded to a vf30, sti injectors and got an Access reflash through Cobb. I have a jdm STi v7 intercooler that I want to install. Cobb/Modern told me that I have to have the car tuned when I install the larger top mount.
They said the car will run lean if I don't.

Can anyone help me out here. I really don't want to drop a ton of money on tuning if I don't have to. Will going from the stock WRX i/c to a jdm STi i/c lean my car out or are they just trying to get my money?
