Default Webpage building help needed. easy Q

I have my domain name registered..have a server to host...have an ftp setup. I put a construction.htm document on my ftp. How do i make the website show that page when you go there. if i go to the website now it just says index and shows the file I have in there.

I figured I'd get a quick response here.

You need to have all requests to index.html forwarded to that page... which... I don't know if you can do with static html.
