Default Parking Light Switch

You know that little button on the steering column? The manual says it's a parking lamp switch. Uh, okay. Doesn't it work the same if you turn the light switch one notch? This is my first Subaru, and maybe I just don't get it. Why have a switch on the steering column, that does what the regular light switch can do?
Does this switch actually do something different, that I am missing? If so, please let me know.

as soon as you turn your key to off the lights will go out. the only way the parking lights will work when the key is off is by using that switch

This is the 4th subaru that i have owned and all 4 have had that switch. Aparently in some places in the world it is required by law, so subaru made it easy and made it in all of their cars. I believe that it is required by law in Japan, so hence all have it.
