WIGGINS, Miss. -- A contract worker for the Federal Emergency Management Agency has been accused of trying to use the offer of hurricane relief money to coerce a woman into having sex.

The Tennessee man is being held on an attempted rape charge while police in Mississippi investigate whether there are other possible victims.

A sheriff's investigator said authorities believe Frank Cole "used FEMA money for power." And the investigator said other victims may be afraid of coming forward out of fear that they'll lose their government disaster help.

The investigator says anyone eligible for the funds will still get the help.

FEMA says Cole was one of 25 field inspectors who visited more than 4,500 southern Mississippi homes.

I've heard same similar years back during some other disaster related thing.
The dude was selling water or maybe it was kerosene at cut rate prices (or maybe it was free) in exchange for sex with the local ho's and Springer MILF's.
