You can buy 15" steel wheels, they are everywhere. But if you really need 16", and I presume you just mean plain jane steel wheels not fancy like alloy, then the same place, any tire store, should have those too.

www.tires.com has 16" steel rims, for a 02 WRX. Dont remember the price though.

Yeah, tires.com has them and I think Tirerack has them too as Sdogg mentioned. Only 16s" will fit.
