Does anyone have instructions on how to change the fog lights on 04 wrx? Do i need to take off bumper or just that cover?

Afaik, just the cover. In case you don't have the user's manual, you can log on to mysubaru.com and register your VIN to access your model/year specific e-copy of the user manual.

cover removal is not necessary.

you need to access the bulb from the back. take the two black plastic push-in tabs holding the splash shield from each side. pull down the splash shield. unspring the clip holding the bulb to the light housing. disconnect the wire to the bulb and remove the bulb. replace bulb.

the passenger side is more difficult to change if you haven't removed the intake resonator...there's very little room.
