Default L to RS conversion (hood question)

Okay so my ignorance is on full display here and I need you guys (people) to set me straight. So I am attempting a L to RS conversion and at the moment I am gathering parts. I got a hold of a hood without the scoops and vents, but was able to find someone that can sell me them. The guy selling the scoop and vents asked me if I needed the "metal part that goes below the scoop on the inside of the hood" and I don't know if I do and I guess he doesn't either. Do I need it? What is it called and what does it do? Any info would be great. Thanks a lot.

its the weathering plates you odnt need them if u dont have them water gets in the engine bay so its your choice.....next time do one post with more than one questions
