Default Identifying engine from block serial number

Does anyone know if its possible to decifer the serial numbers stamped on a subaru engine? Is it possible to determine the build year? How about the market (JDM, USDM, etc.)?

Thanks,
Bryan

Its a DOHC EJ25 normally-aspirated with the number 67621212676159 stamped at bell housing mounting area, and 718746 on the side of the block. The year is unknown. In fact, it is not known if this came out of a JDM car or US car. This info comes second-hand. I don't know much else, but could request more info if I knew what to ask for. I am considering buying it from someone.
