Default Do i need a new gas tank for my swap??

ok so I swapped a 2000 EJ25 into my 94 1.8L and never had the correct wiring put in. I am getting the wiring with correct ECU put in at this moment. The shop says if i want to pass smog in California i will need a new gas tank with the correct sensors and everything. Do i really need a gas tank to pass smog??

If you paid to have a 2.5 swap installed, you might as well pay to have a tank put in too....
