Default 03 Bugeye. Need help with electrical.

03 WRX with some electrical problems. We just spent 5 hours on this thing and fixed some issues but some remain:

Horn does not work. Cant register car with non working horn.

1.Jumped relay contacts in engine compartment and the Horns Honked.
2. Replaced relay no change.
3. Removed Airbag and checked switch and found it working with multi meter.
4. Grounded wire on car side harness. Horns did not come on.
5. Traced wires on harness everything looks solid.

Ideas? I am baffled here. The relay will not click on to close the contacts.

Low and high beams on head lights do not work. However Daytime running lamps work. If you turn the key on and turn the headlamp switch to running lights or park lights everything is normal and DRL's light up. Turn the switch all the way and the low beam does not come on, Pull the stalk back or forward and no high beams. Gauge lights work as normal.

1. Checked bulbs.
2. Checked wiring with Multi meter. The lamps have one 12 wire and two grounds for low and high beam. They never ground. what ever relay switches these grounds is not operational.
3. Checked and swapped Stalk switch on stearing wheel.
4. Swapped Relays under the hood.
5. Unplugged DRL resistor near shock tower. This took out the DRL's but no low or high beams.

Speedometer works on with headlamp switch OFF or on Park light. Turn the Headlamp swith All the way ON and the speedometer stops working. THis causes a check engine light for malfunctioning speed sensor. Turn the headlamp switch off and the speedo works and CEL goes away.

As you can see this is a hell of a mess. I checked every fuse in the entire car with my meter. I swapped all relays. I checked all grounds that I ran across. Everything looks tight. All other functions work as normal in the car now. I feel there is some kind of ground issue or a relay thats bad that I do not know about. Someone wired in HID's in the past. I found the ballasts there but no bulbs. I also found aftermarket Headlamp sockets when someone wired the headlamps back to the normal bulb. I dont see anything thats hacked up or missing. I compared alot of things to my own 02 wrx they seem the same. Any ideas would be great. We cant register this car because it came from out of state and failed the inspection because of the lights and horn.

The Headlight/DRL issue seems to be a VERY common problem on these year cars (02-03).

My issue is exactly the same but I can get my high-beams to flash when pulling the stalk toward me. My speedo works fine as well.

I am wondering if it's a DRL module problem..which is located behind the glovebox.
I have tried unplugging the module on my car which resulted in no lights at all.
My headlights are stuck in low-beam mode, tested with multimeter getting 12V at the bulbs. Something is causing them to stay stuck. In DRL mode the module is supposed to give the bulbs a fraction of the voltage for a low beam aka DRL.

Yes. That lower voltage happens at the metal can resistor that is mounted in the engine compartment on the pass side Shock tower. If you unplug that device your DRL's will go out. I did not realize there was a module behind the glove box. Got a picture of it? I will have to go and check it out or swap it with mine.

There is a picture floating around here somewhere.
I managed to have small enough hands that I could reach up under the dash behind the glovebox and unplug it to test it out.

If you remove the 12(iirc) screws to mount the glovebox you can EASILY access it.
It is easily spotted and described as a small black box with a decent-sized connector which you will need to unplug. Chances are though, if you have HID's at all it may already be unplugged.

Ok. I will look for it. Its not my car. Its a friends. The car had a cheap HID kit wired in at one time. It now has aftermarket bulb sockets and bulbs which are factory style. Maybe something burned the DRL module out. This car was an electrical mess. I have fixed the following in the last two days:

Rear defroster
Hazard lights
Parking lights
Power mirrors.

I have to get the horn, lights and speedo working now. The horn really has me baffled. I have checked every possible item. The horns honk if I jump the relay and they honk with the keyless entry now. But they wont honk at the steering wheel. Which is a JDM STI wheel.
