Talking reving weird - time for swap?

I've noticed it two weeks ago, when it started doing it - thought it has to do with ecu, reseted and drained it - no effect

so when I am roling on neutral to a stop sign or something the car is reving at 1500 untill it fully stops, then revs drop to normal

I do have a CEL which I will check on, but it's most likely O2/cats because it just popped on me yesterday

did the timing belt gave up?
