Default Best route for my Setup? HELP!

Hey guys, I got a 2002 WRX 5 speed, I had a question on what ECU or tune should I go with these mods. Thanks

HKS Downpipe
HKS Upipe
Borla Headers
Tanabe Turbo Catback exhaust
Injen Intake
Turbo XS MBC (Set at 15 psi)
I'm also looking for the cheapest if possible.

I was planning to get a BOV but with all this reading about how I shouldn't I'll probably save the money and get her tuned. I also live in Oregon so best gas I can get is 91 octane, Lately ive been putting Plus (89 octane) If anyone has any input on that. Thanks guys
I plan on removing the CAI, maybe the MBC because of full throttle boost. Any tips welcomed!

The cheapest would probably be a used Unichip if you can find one tuned for similar exhaust bits. Other than that, read the sticky on this forum describing some of the different EM options.
