It would certainly be hurting the performace of the car. I don't see it causing serious damage. I had a leak not to long ago and it threw my car into limp mode.

limp ghome mode is a mode where the car has sensed a problem and alters its settings, scales everything back like boost and timing to get the car home safely. Some biger engines have features where they rotate which cylinder fires to cool it if it has overheated, until you get it to a garage and fix it.
To answer the original question, yes a leak will cause a performance loss. how much depends on the size of the leak. a small leak, you may not notice the difference. If you have experienced a noticable loss, its probably something else or a combination of things. if it has a gaping hole in it then yeah of course its gonna run like crap.

uppipe leak would make car laggy down low without effects on top end

it would not hurt the motor

if its big will also cause idling problems

I know for a fact that pre turbo leaks will hurt spool and top end power.
