Default 96 Impreza Outback idles rough in reverse and drive

I have a 1996 Impreza Outback 2.2L with 112,000 miles. I recently bought it used from a guy who bought it at an Insurance auction so I don't know any maintenance history.

Here's the problem. When I am in reverse or drive and stopped the car idles roughly. No CEL. If I start the car, put my foot on the brake and shift into REverse or drive and don't let the car move at all there is no problem. I have to move at least 10 feet and then stop for the problem to show (such as pulling up to a stop light). I've replaced plugs, wires, air filter. I don't really suspect transmission, but I'm not ruling out anything. At the top of my list of things that might be the culprit we have O2 sensor or timing. Any ideas would be helpful.

O2 sensor should throw a CEL, and the timing you can't adjust. Try cleaning your Idle Air Control Valve or Idle Air Control Motor.
