will 2004 baja wheels 16x7 with +42mm offset fit on a 98 forester s

+42mm offset? Those aren't Baja wheels then. Baja wheels are around 48-50 offset just like most other Subaru wheels.

Aren't 04 Baja wheels 16" x 6.5" 48 mm offset?
OEM Baja wheels will work just fine on your Forester.
42 mm would be a little overboard. They would look nice with the increased wheel base, but not the best setup in the long run.
