well they make conversion kits. you can check ebay for kits. usually anything with hella or phillips ballasts is a good deal....i think the upgrade garage has mcculloch kits, at least they used to.

most people will say stay away from retrofitting HID's into stock housings.

Yeah, what he said.
Read the HID FAQ up at the top.
Aside from retrofits being illegal now, they don't work well in reflector housings. However I believe the newer Outbacks have projectors so it may be possible to get decent results, although it still won't be the same as having OEM HIDs.

the position of the lightsource and area from which HID bulb light originates is GREATLY different from halogen bulbs. retrofitting will cause glare where you don't want it.

Nothing is made specifically for that car. Most HID installs are aftermarket retrofits of some kind, the only exceptions being those who have installed the HID STi lights into their 04-05 WRX's and RS's, and those with JDM HIDs in their 02-03's (although those are RHD).
Since the govt. made all retrofits illegal to sell in the US in '03, the quality and quantity of aftermarket HID kits and components has dropped off significantly. Just about all reputable vendors complied with the order and stopped selling them so it's truly a "buyer beware" market now.
If he wants to upgrade his lights he doesn't need to install HIDs, there are halogen bulbs available that will significantly improve their output. His lights should use either H1 or H7 bulbs for the low beams (check the manual, look on the lights themselves or pull out a bulb and check it), both types are available in Osram Silverstars which are a nice upgrade from the OEM bulbs.
