Default Adjusting JDM Projectors?

So... I finished installing and wiring up my JDM Proejctors w/ OEM Hid. This is going to seem like a stupid question but I cant get the projectors to align correctly, which adjuster does what? From what I can tell, the above one does side to side adjustment while the bottom does up and down. This isn't really working because when I'm turning the upper one it will adjust side to side and then all of a sudden it will start going up. It's a problem cause my drivers side still sits really high (blinding oncoming traffic) and I've done a tone of adjusting but I can't get it to come down...? Is it possible that the adjusters might be broken or do I have to adjust both in relation to eachother? Anyone else have this problem? Any help is appreciated.

Since JDMs are designed for RHD cars with a beam pattern that rises up on the left (road edge side for RHD), my guess is that your problem is that you bought JDM instead of EDM/US headlight modules.

No, that is not the problem... I know that RHD have the beam rising up to the left. My question is adjusting the whole beam itself, not the pattern of the beam.

You're correct in your original post. The top one is for side to side, and the bottom one is for up and down. My old EDM's w/PnP HID took a lot of turning to get the adjustment right.

Yea... it doesn't really help that my intercooler piping is completely in the way and I can't really even get to the bottom adjuster. Just last night I got flashed a bunch, that's no good.
