Default JDM Headlight Adjustment

I was in the garage this afternoon trying to adjust the highbeam/lowbeam on my JDM headlights, and wasn't sure if I was going about it correctly. Does the top adjuster control the vertical movement of the highbeam and the bottom adjuster the vertical movement of the lowbeam? I inserted a flathead screwdriver between the "teeth" of the adjusters and just turned them either clockwise or counter... the bottom adjuster seemed to make the lowbeam move up and down but the top one didn't affect anything. Right now I have the driver's side highbeam way up there and the passenger side staying very low.

There also seems to be two sets of teeth on the adjusters, the outer metal teeth and the inner white plastic ones. They didn't seem to be interlocking either, they moved independently? Which ones should I be turning?

i beleive the one u have highlighted as "highbeam" is the horizontal adjustment and the "lowbeam" is vertical adjustment. (correct me if i am wrong)

i am not completely sure about the high beam adjustment.

no no no
one is height adjustment.. (up down) the other is (left right).. the position for both high and low beam are fixed.. so when you adjust low beam.. you're adjusting high beam as well

the wiring is pretty much the same.. except we don't have to worry about grounding the ballast..

the "T" right besides one of the screws on the low beam needs to be connected to HB3 negative.. forming a common negative. the low beam positive and the high beam positive connects separately/independently..
