Default Weird green plug below steering column?

so i'm hooking up my launch control, and i see this weird green plug that is hanging underneath unplugged. It was pretty dusty so i know it hasn't been plugged in for a while, and sure enough, there is a female sitting near by, same exact color/size/etc. So i plug it in, then the CEL blinks like crazy and the radiator fan goes on and off erratically until i take the key out of the ignition. I unhooked it immediately after that. But what the heck is it for? I've never seen anything like this before, a plug that is left unplugged.

thats the test connector , just leave it disconnected, its used for emmissions/diagnostics etc, reflashes, and obviously to test systems (duh hehe )

thanks, that's what i thought, the fan was in a pattern like action and whatnot.
