Default RPM spikes when shifting

My RPM seems to spike up about 300 or so when shifting around 3000+ in every gear. I have 2004 WRX. Is this normal? Is this the open close loop?

Roll off the gas before you clutch in and it shouldn't happen.

And yes I remember reading that this happened regularly.
