Do you have an AFR gauge?? That would make a boost leak very easy to spot because the MAF would be monitoring all that air you were leaking out and you'd see your engine running pig rich. If not, then I would check all your vaccum lines and air lines for leaks, then check again with the engine running. Assuming all lines are fine your boost solenoid or your atmospheric pressure sensor could be to fault.
Note: The boost I am registering on that gauge is with the vaccum line that goes into the atm press sensor disconnected. With that line connected to the boost solenoid it will peak at 1.1 and hold at 1ATM...

hmm. im tapped into one of the intake manifold lines, it actually goes up untill .95 kg/cm and then hangs out there untill i shift. the funny flutter noise still happens though, i wonder what it is. is .95 a proper amount of boost?

my wastegate appears to be working properly, on safe mode it holds at .5 kg/cm constant, on normal it holds .95 till redline (slightly les than .9 in first gear)

yes moose, you are at your stock boost level.

the V1-2s had less boost.

you are fine.

V1: 600mmHg
V2: 700mmHg
V3+: 800mmHg

that seems right in both cases with and without the ATM pressure sensor. (you both go up about the same)
