Question How to change city lights?

Hey, one of the "city" lightbulbs in my headlights has blown out, and I don't know how to change it or which size bulb to install. I need a bulb that will match the mildly-blueish tint of these:

I don't have to take the headlight out, do I? I can't see any other way to access the bulb. Thanks.
