Question How do you tune a car for lower bottom end torque?

And how could you reverse it? I've heard of people putting in less restrictive exausts and losing some bottom end power. Does that necessarily mean that they now gained that power up top? The reason i'm asking is because i've been planning a motor swap and forgot to consider that the torque maxes at 3200 rpm. That's going to suk in a car. Any suggestions would be cooool. Thanks
