Default Cel P0038 won't go away

i got this cel so i bought a new rear oxygen sensor and installed it. i didn't have a chance to erase the code until today (its been about two weeks since i switched it out) and i can erase the code but as soon as i start driving it comes back up. i scanned it and it still says the problem is with the rear oxygen sensor. what is going on???

Go under there and inspect the wiring to the sensor carefully. It may have been damaged at some point by something contacting the underbody (any off-roading?).

Did you check the harness that it plugs into?
Another possibility is that the ECU was damaged by whatever happened to the original sensor, hopefully that is not the case.

Well you're already getting a CEL right? I don't know of any way to specifically test the ECU other than swapping in another one and seeing if the problem goes away.
