Unhappy no heat or defrost

new guy here. i'm posting this for my father as the scooby is his car. here goes

my dad has a 93 subaru legacy wagon. he has no defrost or heat. the fan isn't blowing at all. he says he checked the relays and he said there was no fuses in the car i'll look at it tomorrow, but i was curious as to what you guys thought it was. secondly, his car has been starting funny. some days it'll start right up. others it won't start at all. when the key is turned, the dash lights come on, but the car does not start. there is no sound of the starter whirring or anything, it just does not start lol. i would think if the started is bad, it would do something other than not do anything. could it be his ignition switch?

If you really need heat, build a small fire under your seat

The car must have fuses somewhere, under the dash and/or in the engine compartment. Starter problem could be a loose wire, or the whole starter could be shot.
