The laptop I used for tuning had its HD crash, so, I don't have the ability to get any logs, but, let me just put this out there, see what people think:
Car/Hardware 2004 STI, Borla coated headers, helix catted DP, Borla Hush CB, walbro 255, intake snorkel removed w/panel filter. Software Streettuner, custom stage 2 map. I've started to notice that in 2/3/4th gear, if I apply around 80% throttle, the boost is less, but, the car pulls so hard it will lock the seat belts. If I mash the pedal, the RPMs climb faster, but, it seldom locks the belts. Sometimes, it will produce a "magical" run, where WOT will lock the belts, but, it seldom does. These are in sub 30 degree temps. Knock correction tables usually have very little negative values. EGTs are always less than 1550f. I want that seat-belt locking, freight train pull all the time, consarnit!

Get us logs and we will know the answer, but I can tell you right now it's most likely because you're running a lot richer at 100% than 80% throttle.

That makes sense, since boost is less, timing is probably less, only can be fuel related...

You say RPM's climb faster at full throttle, sounds like your car is making more power than at 80% throttle to me. Using the seat belt locking or not as a way to determine if your car is making more power is probably not very reliable. If you really think there is a problem, do some timed runs until your computer is back. If you are making more power at 80% throttle, look at your maps in ST and make some adjustments based on the map cells used with 80% throttle vice WOT.
