Question 2.2 Liter from California

I recently purchased a 95 Legacy, MT with the 2.2 engine. It was sold new in CA and so has the CA emissions set-up. Can anyone tell me the major differences between the CA set-up and the rest of the U.S. cars? Might there be some power to be gained by converting it to the non-CA set-up?

Also, any budget performance upgrades for this engine?
