Default how to read historical cels

I reset my ecu with my accessport and cleared a code....is there any scantool that can read this "historical" cel?

"Historical" means that the CEL went away (the light went off), but the ECU wasn't reset.

Resetting the ECU clears all CELs and learned information (e.g. fuel trims).
