once an accessport reflashes (marries) with a car, you can't use it on any other car.

"limited budget" and "i want to modify my car" don't ever go together, i'm sure you already know to have a disaster fund available and some money to blow but people just simply want the power not the responsability

Are you really from Virginia Beach? I JUST had a Subaru Meet at my house in VA Beach with about 20 Subaru people. You really must hang out with local people if you really want good advice. You should make an introduction post in the Mid-A Forum and talk to locals. Until then, I'll move this to the appropriate forum for this type of question.

This guy sounds like the perfect candidate for some OpenECU stuff. Wait a little while longer and there will be free flashing software for the STIs available. Right now only WRXs are supported, but it's comming shortly.
