Unhappy Miserable Mileage...LA Woes?

I am using 91Octane, tire pressure checked twice a week, car is empty and yet in LA, with a mix of freeway and city stop and go Im getting 14mpg at the best. At $2.99/gallon its frightening. When i bought my car i was factoring the low end of 18mpg as advertised.
Took it to the dealers and they categorically refused to do anything. As long as the check engine light is on, there is nothing we can do about mileage.
So am wondering if anyone here has some ideas and suggestions...
BTW, I have a K&N air filter installed...

the Check Engine light is on??

Is the MAF covered in K&N oil?

That is the reason I wont use one on a car with a MAF.

When I lived in that hell hole you call Kalifornia I did notice the fuel was crap. Its something they use in it. Some MTBE crap.

I got smart and moved. I got 28-30 MPG out of my WRX here in Kansas City when I was LUCKY to get 25 living in San Diego/Riverside. Then I traded it for the B9 (got kids?) and I average about 20-22 acording to the onboard milage gauge. (probably about 18mpg in the real world)

I use 92 octane , Have about 1600 miles on it now and the gas milage is getting better, the computer is saying about 16 to 17 now for mostly city driving. I was getting 13.8 for the longest time but it is now coming up.
the dealer told me at around 2k it will be alot better performance and milage cause the motor will be broke in more.

That's about right for being in nation's #1 congested city. Stop and go is what kills the mileage. I'm in nation's 3rd most congested area and my initial mileage with mixed city and highway is around 15~16 mpg. Given time for engine to brake in, it's now up to 16~18 mpg and 20s for mostly highway driving.

I just went 263 miles of mixed city/highway and I got 22.3mpg. Of course the lame fuel calculator on the dash said 23.4mpg

This was just pretty much not driving like I did when I had my WRX....
