Default small evap leak and gas smell in wheel well

I have Stimpy's old L conversion. A while back when I got it smoged (using an 02wrx ecu) it kept throwing the small leak evap code. In addition on warmer days gas smell comes from the rear passenger wheel well. seemingly mostly from the top near the the drain return and the evap shut valve (triggered but the insertion of the filler nozle) I have checked all the connections and they seem to be tight. I am wondering if maybe one or both of the fuel cut valves have issues
or pehaps the pressure control soleniod is not working right. It is definately something in line in the evap system. I was just wondering if there is some typical cause of this or if I just need to keep pluggin away to track it down.
