What's A Head Gasket?

Default Engine Management for a JDM swap

What kind of engine management is possible with a Ver7 swap into a 2000 2.5rs?

What would everyone recommend.

Just for the record, it's staying with the stock vf30, stock everything else except for DP and Catback.

I have the ECU, but what can I use for the reflash/tuning of the Ver7 Ecu?

kingpin and others will do reflashes so that you can run on 93 octane so i dont see why they wouldnt be able to do an ecuTek tune to them...

JDM Ver8 STi swap

Kingpin and PDXTuning both have the Ecutek reflash licenses for the JDM STi ECUs (I'm sure others do but those are the ones I know off the top of my head) I'd imagine either one of em would have off the shelf maps for your setup but I could be wrong.

Newer revisions of the USDM WRX UTEC (5b and newer iirc) will work aswell but I believe the AUS WRX UTEC is the most "proper" (doesn't throw some codes? But that might just be the TGV stuff idk)

I have a PDXTuning Ecutek flash with my Ver8 ECU

Did you send your ECU to them to get an OTS map, or did you drive there for the tune?

A place like Rally Performance would probably send you an identical ECU that's already been reflashed so that you can simply swap it and send yours back.
