My boss said he can't change the turn signals on his car (golf) with out going to the dealership, is this true?

It's not true, but that is what they tell you in the owner's manual. They're quite simple to change if you spend a couple seconds figuring how the lense pops out. I was pissed when I looked at bulb replacement for my 02 Jetta, until I just figured it out on my own.

I've gone through this a number of times. But in recap:

1) My HOA won't allow it.

2) I don't have a garage (related to #1)

3) It's worth my $20 in labor to not spend my time doing it.

4) It's worth my $20 in labor to not get my hands oily.
