Question CEL and No Cruise Control?

Well I just picked up a '99 Impreza L 5-spd. I have a cel on and there are no codes with it. I have had two different people check with two different scanners and it's reporting nothing wrong! But the dash light is still on! Also the cruise control isn't working. I push the button, light comes on, try to use the sterring wheel controls and nothing happens. I've read that sometimes the white plug on the clutch pedal gets unplugged, but mine is pulgged in just fine. I checked all the fuses and they're just fine, so I don't know what the heck it could be.

If I remember correctly, when the check engine light is on, it disables the cruise control until the code is cleared.

I have an 05 Sti and I had problems with the cheaper OBDII scanners not reading codes. I found the scanners like the SnapOn and the more comprehensive scanners that provide explanations in their software do a better job of reading the codes.

That was my experience, but I'm a newer Subaru owner after 20 years of owning Honda vehicles.

I tried the trick to reset the ecu by disconnecting battery overnight and pressing on the brake, but the check engine light just came back on immediatley. What could that be?

What yrag posted is only true for newer models that have the drive-by-wire setup. When a code sets the cruise light will flash and cruise will not work. This is not true on older models with cable throttle, there is no connection between the cruise and ECU (cruise has its own module).
Bearkat, what you did does not fix anything. Disconnecting the battery will clear any codes in memory but if the problem still exists the light will come back on. It's possible there is a manufacturer-specific code that those scanners can't read, as long as the light comes on there must be a code stored unless something is wrong with the ECU itself. Sorry to say but a trip to a dealer may be in order.

Do you think that the cruise not working is causing the cel, though? Even though it's cable driven.

Most likely not, a malfunctioning cruise won't set any codes. Could be related though, if a sensor that is used by the cruise control has failed it might set a code and at the same time prevent the cruise from working. A dealer or Subaru shop will be able to determine this.

There's really no answer for that. There is no such thing as a "CEL problem", the CEL is just telling you that there is a problem. Whoever you take the car to will need to spend some diagnostic time checking the code(s) and then following the troubleshooting procedure appropriate for whatever the code(s) point to. You can expect to pay the shop at least an hour or two for the initial diagnosis, then additional time for labor to troubleshoot and repair, plus the cost of parts. No way to be more specific than that.
