We need more information. What exactly do you mean by "it sounds like it's going to start"? Does it crank normally, or slower than usual? Do the dash lights dim as it cranks or stay bright?
If you suspect the battery, connect a voltmeter to it. You should see 12.5 volts with the car off, and no less than about 10 volts while cranking with the starter. Lower readings indicate a weak battery.

It cranks normally... and as far as i can tell, the dash lights stay bright. someone told me it could need starter fluid or a new starter. is this possible? if so, how much would this cost?

Starter fluid?
I hope you're not serious about that one.
Moving right along, if it cranks ok then there is no reason to replace the starter, common sense tells you that.
Unfortunately beyond that all I can give you is general advice. An engine needs spark, fuel and compression to run so you need to find out which of those is missing. It doesn't seem that you are able to deal with this yourself, so you need to find a good local shop to take care of it. You haven't specified your location in your profile (please do so), but I suggest you find the local forum for your area and ask in there for recommendations for a place to go that is nearby, then take it there. It isn't going to get fixed over the Internet.

sorry i'm not all that familiar with all of this stuff... i do keep up with the maintenance. i'm in lynchburg, va and in va we have to have the car inspected every year. i get regular oil changes and tune ups. it is getting up there in milage (about 158,000), but its been a good car up until now. i've had the fuel pump replaced, but that was almost a year ago and had the brake pads and shoes replaced, but again, that was in October. and yes, i realize its not going to be fixed over the internet, i was just trying to get some insight as to what it could be before i went to the shop. don't be patronizing...

Find someone with jumper cables and try that... will tell you whether it's battery/alternator trouble or fuel/spark.

i have the same problem with mine...96 impreza L 192,000 miles .....i just bought it a week ago and was told that its the crankshaft sensor thats malfunctioning....only leaves me stranded 1 out of 8 or 9 start ups..it feels like if i turn it off while the engine is warm let it sit for a few minutes then try starting it wont work...but if u let the engine cool back down it works....kinda weird i could be wrong tho.....for u try going under the hood and screwing with the battery terminals...take the ground(black) terminal off and throw it back on...it could be from corrosion..let me know what happens

i might want to add...dont try one after another cuz u might drain ur battery or f up ur starter...just be patient and give it some time....mine does the exact same thing yours does...feels like its going to start like normal day to day ways but just doesnt fire...

Is the check engine light on? Got a volt meter? How nasty are the terminals on the battery posts? When was the last time you changed you spark plugs? Have you ever changed the fuel filter?

The only other thing I would add is to check voltage from batt.+ to motor ground and see what you come up with. The major motor ground is on the upper starter bolt, Driver side. You can also check your voltage at the starter to the same ground. Be careful beacuse the cable to the starter is hot. It's covered with a black rubber boot.

Good luck.
