if i get a fm, do i have to do any tuning to the car?

you will have to get tuning done to the car... Your car will likely be slower and not really feel right after you install the fmic actually.

when I got my FMIC installed without tuning, I went from having 290whp to being unable to keep up with my good friend's stock Acura TL...

there is no need for a fmic unless you're doing a turbo swap and at that point, yes, you will need to have the car tuned.
