Angry Fuel Pump not priming **

My car is turning over but not firing. We can not hear the fuel pump priming the fuel lines. On inspection there is only 3volts being supplied to the fuel pump. Does anyone have any idea why this is happening or what the solution is? The fuel pump was uprated a month ago and two weeks later developed the problem.

My only suggestion would be to check the wiring. I'm assuming the battery is OK.

check the battery and the wiring, a similar problem happened to my friends car and there was a problem with one of the wires it was a little burnt or something, I didn't look at it at the time
