Unhappy Headlight Cover Blemish

I was detailing my 98GT and found that the clear plastic on both my headlight felt rough. I looked at it closely and there were like some wierd circular texture....like tiny multiple waterstain (but not quite) stain. Its only like on the sweet spot of the headlight - in the center. I know its not waterstain. Never seen anything like it. When I switch on the lights, then its more visible.....it really sucks. I always admired the crystal clear headlights of my car.

I don't know if it is the clear plastic deteriorating or what. I tried using Son-of-aGun, Eagel 1 wipe-n-shine, even some light oil, and nothing worked - and using my fingernail (lightly), the marks did not come off.

Have you guys come across this - is it part of wear and tear? I'm thinking of taking it to the dealer.

I haven't noticed this problem on my '99. However, I do have a suggestion on how to fix it. Unfortunately I didn't save any of the posts that gave exact directions, but it's been discussed on one of the Mustang webboards I go to. Basically, they wet-sanded the lenses with really fine grit sandpaper - started with 1200 then went to 1500 or something like that. After that they went over it with a good Meguiar's or Mother's plastic polish. Apparently it restored the headlights to looking like new.
