Default 05' LGT trans swap - Speedo Gear Problem

I figured out why my 05' LGT tranny wouldn't turn so easy after puting back together. The plastic speedo gear was not meshing correctly with the worm drive on the tranny. I pulled the trans back apart and pulled the gear off and put the case halves back together and it turned easy. I don't know why it wasn't meshing correctly. I used the part number confirmed by a couple people that have done the swap. Well at least I know what it is now and just need to figure it out. I wonder if it just didn't line up in the grooves when putting it together, because it did have a spot where the plastic teeth were smashed down. What I don't get is how it was still hard to turn even when the good teeth on the plastic gear were in contact. I could feel it bind just a little when it would go through the smashed couple teeth, but it was still stiff the whole time

This is how I put the assembly together: I put the upper snap ring on the shaft, slid the washer under that and slid the shaft into the tranny, so the washer comes in contact with the tranny case and the snap ring rides on the washer, then I put the gear on the bottom and put the lower snap ring on to hold the gear on, then slid the oil seal over the top of the shaft from the outside of the tranny. Did I do it wrong, so the shaft is not at the right height and the gear is not riding in the right spot causing it to bind?
