So, they simply raise the threshold to an artificially high value that will never be achieved. Since the target boost at redline is about half of that threshold (~ 13 psig at sea level), it will never come into play and therefore there's never a delay in resuming fueling based on boost.

So that really doesn't answer the question of why the threshold was set beyond an achievable trigger level. Mistake?
