if you vary the conditions enough (car, gear, speed, wind, air pressure, temperature, humidity) and find that optimum condition where the aero drag is most prominent and reducing it is most beneficial I'm sure you could get some data that says this is true.

If you do enough testing you can prove almost anything though, even if its nonesense. I'm sure you agree.
