Almost 30F difference on a uncorrected chart... Also, did your atmospheric pressure sensor broke or something? 29.07 in-Hg ... that's too low. Did a hurricane went through your area? lol

Can you put the same chart... but this time add the SAE correction factor to it. Basically the 409WHP graph will come down... while the 360WHP graph goes up. 30F will do that! As far as the spool there's too many variables.

In paper what should happen between these 2 turbos is that the new xtr should make around 20-25 whp more at the same boost level (52 lb/min vs 55 lb/min). But it should spool just as fast or slower than the old DOM3 (10cm turbine, ligther but bigger compressor wheel)

Anyway these new Blouch turbos are awesome!
